Just a thought, have you compared all 3 assessments and looked for any themes? Work on those and your refereeing will fly. the ability to constructively self criticise will help you enormously (& not just in refereeing)- that is not to say you should beat yourself up about every small decision. Looking at themes and working on those aspects will accelerate improvement.

When I started reffing, and to be honest until last marking season, I viewed myself as a footballer who reffed. A light bulb moment came when reading old assessments, it became clear much of my problem was with being 'matey' with players. Now I am a ref who once played and my officiating has improved massively, as have my scores in assessments.

Appeal it. With the new tick box forms there is no weighting of competencies. You got standard expected in 4 out of 6 categories, above standard in 1, and below standard in just 1, therefore the only possible allowed overall grade is standard expected.

You cannot say that someone is standard or above expected in 83% of competencies but the say they are below standard overall.
Was about to question what level this was for and then saw you are level 6. Unless this is for a double jump to 4, this report is invalid as it has been prepared in an incorrect format. @RustyRef is correct.

If you already have 2 below standard, unless you are having 5 reports, this promotion campaign is a lost cause HOWEVER this observer could see you next season and HE needs re-training.
