There’s a vast range of football available each with widely varying demands on fitness. Girls, Youth, Ladies, Open Age are all available.
I’d suggest getting experience in the middle will be more important to you than fitness to begin with.

If the player fouled has the capability to perform half a dozen rolls off the FOP and then roll back onto to it, a seed of doubt would be sown in my mind as to the ferocity and danger of the tackle.

Demand for the level does influence promotion decisions.
Last year a high number of L4s from Sheffield & Hallamshire were promoted because there was a demand in that area. This year just one. Not because the rest are not good enough, but because there’s no demand.

What intrigues me about this and given that we as a group of match officials are having a little difficulty working this out, who discovered there was a problem?
I was AR on an FA Trophy match last season which went to KFTPM. After 80 minutes, an Away player left the field injured and didn’t return with the team playing on with 10.
No one told us if this player was returning and the referee didn’t seem concerned (nor did he know what should happen) and...
As far as I can tell, the 22nd kick shouldn’t have happened.
But I don’t see that law then accommodates what happens next in this situation, ie the only remained kicker is a goalkeeper.
To be fair, if you're referring to the 2015 corruption case, only two FIFA officials have been convicted on those indictments. 14 of those indicted made guilty plea bargains.
The remainder have even been acquitted, remain under arrest or on bail.
