    That's correct, an email was recently circulated making it very clear that referees up to and including Level 2B, must follow the correct cautioning procedure. EDIT - just realised Brian has said the exact same thing in a different thread! Point still stands however!

    As rustyref said, at supply/contrib/panel no way should an AR over-rule a referee cutting grass, but at PL level, the assistant knows he has replays to back him up, so if he knows it's the correct decision, he can flag it with confidence!

    7-6 first observation

    It was for the guy I watched. Turned 16 in September 2016 he told me, did 20+ youth games, and then applied for promotion starting 1st March 2017, and was accepted onto the promotion scheme.
