Reading submit their teamsheet week in week out with the number 13 on the substitutes bench labelled as 'Reading Fans'. http://imgur.com/a/zJZOp (Image cuts off the number, but you get the jist)

Now I understand the tongue in cheek nature of this in relation to the fans being the extra man. However with regards to any of the laws that have a different sanction based on whether the offender is a 'Team Official' or an 'Outside Agent'.

How would you restart play if a Reading fan interfered with play?

Good hypothetical question. However, it's quite simpe. As the referee, you cross the name of the list with both secretaries present. Anyway, they've named 8 subs when they can only name 7. And this is the match programme team sheet, not the official team sheet.
