Sin bins - playing time only?

I was watching a step 5 game on Tuesday night. Midway through the second half an away team player was cautioned for dissent so left the field for a 10 minute sin bin.

A couple of minutes later the home goalkeeper went down injured, and there then followed a lengthy stoppage (nearly 10 mins).

The away dugout then asked how long until their player could return, and the referee said ‘sin bin time is playing time only - he’s got 7 minutes left’.

Is this definitely correct? I’ve never come across this long stoppage before when a player has been sin binned so just wanted clarification from others on the off chance that it happens in one of my games.

IFAB site states:
"The referee should include in the temporary dismissal period any time ‘lost’ for a stoppage for which ‘additional time’ will be allowed at the end of the half (e.g. substitution, injury etc...)"
