Just went on to a link of a match (wanted to find a different game, but alas could not find it) and found this live match on it (Bein Sports).

As I've switched on, first thing that happens is referee has awarded a penalty.

I see the offending player (I now know is the offending player following replays) pleading his case with the referee who slowly walks up to him, stops (only way I can describe it is how Dwayne "The Rock" Johnson does his "smulder" pose in the Jumanji films) then brandishes a yellow card and walks away.

Now we are shown the replay. The offence is off the ball.
Defender gets between attacker and ball and shields to keeper (all in a split second). No foul, and none given.
Attacker gets annoyed with the "challenge" whilst the big defender argues (I guess in a fashion of "whatever, man up" type of arguing.
Attacker then gets close to his face and puts his finger to his lips telling him to shut up (in a manner of speaking).
Defender proceeds to laugh it off and slap him (not even forcefully) in the back of the head/neck like you would a naughty child who disrespects you.

Referee, who is couple yards away, stops and has a second or 2 thinking time and blows his whistle and gives a penalty.

I was thinking wow. Don't get me wrong, the defender was stupid to even raise his hand, but it was no more than a gentle slap in a manner of telling the attacker to grow up and get on with it. Personally, I'd never have given it.
The referee has, for that, awarded a free shot at goal, effectively a goal (they scored from it), for that "incident".

I was told when I first passed my test and got a few games under my belt that although you might argue a foul outside the box is to be awarded, think hard about the ones you give inside as you are effectively awarding a goal (unless the taker is awful or the keeper has done amazing). I would like to think that my mentor was thinking more on the lines of this when I was told. Give this and your match control is out of the window and respect completely lost.

If he has surely awarded a penalty for that slap, surely he should be sending the player off for violent conduct rather than Adopting Aggressive Attitude which I assume he will have given the yellow for.
Completely confused by the whole moment to be honest.

I do hope I can find footage of it somewhere to upload.

I personally think yellow card and penalty is acceptable. I was also thinking about violent conduct, but it was not much force in it.

That for me is a penalty red card for VC.

I must say AAA is not in the laws of the game but USB is. If you stop play for USB (unless the offence is defined as a DFK offence in the LOTG) then the restart is IFK. I don't see how you can justify a penalty and yellow card using LOTG. If you deem it careless or reckless striking then it surely is not negligible so it has to be red.

This was my thinking.
My only other worry was the time it took to reach the decision to give a penalty and caution.
Took 6 seconds or so to blow. Looked like he was thinking it over and then decided nah I'm giving it.
If he had to think that long surely you are questioning yourself.

I agree on a penalty but I feel a red should have come with it.
 
The delay looks very odd, reckon someone was in his ear?

Admittedly I'm sure I've been a situation where you clearly see something but it's so unexpected, or out of context almost, that it takes your brain a while to process it.

Please don't treat children like this. It causes phycological harm.

I agree a penalty kick is the correct decision and it should have been a red card.
 
Can’t see the clip but is there no justification for giving a DFK against the attacker and cautioning for USB for the lips gesture, and also cautioning the def for the slap of minimal force?

Yeah, that. I would probably take a moment to think that over because it's just a ridiculous situation and I'm trying to process what on Earth is going on there...

Yeah, that's exactly what it looks like to me. He knows he's seen an offence, but because it's such a strange thing to do he just has to take a moment to work out what that offence is and what the correct punishment is.
