That's correct, an email was recently circulated making it very clear that referees up to and including Level 2B, must follow the correct cautioning procedure.

As rustyref said, at supply/contrib/panel no way should an AR over-rule a referee cutting grass, but at PL level, the assistant knows he has replays to back him up, so if he knows it's the correct decision, he can flag it with confidence!
To be honest, he's the kind of referee some tough Sunday morning games need really. He does need to be very sure he does exactly what he says he's going to do though!
