    Actually Law 6 merely states that this duty applies to Penalty kicks...not KFTPM. I checked over the instructions given here in Australia and we have been told categorically that the AR's ONLY duty at KFTPM is goal/no goal. Keeper encroachment (at least over here) must be left solely to the CR.

    Here in Australia it is always pay in advance...no money, game forfeited. It's such a simple and obvious idea that I am amazed it is not universal practice.

    Very simple: Encroachment comes first, but I wait a second to see if any advantage develops. A DFK for handball is a better advantage than IFK so I blow for the handball. I then give a YC for the encroachment (perfectly fair to caution for misconduct after playing advantage).
