If we're going to start quoting LOTG then this bit is fairly conclusive. However, an opponent who deliberately prevents a free kick being taken quickly must be cautioned for delaying the restart of play.

Congratulations! Out of curiosity, what are the 'necessary requirements', given I assume you've got the required club marks and observer marks?

My advice would be find a new league. I had this problem with my Sunday league and am now on one where I get the games 10 days in advance normally. Makes life a heck of alot easier with observations.
