So in a game I was watching yesterday there was a high foot by a defender inside the penalty area and an indirect free kick was awarded to the attacking side. Is this the correct decision or should it have been a penalty?

I don't do academies but I'm struggling to understand this. Although in all of the junior/youth games I've done I've never had to use the cards but that's because literally nothing has happened in them. If something is worthy of a red card (especially a bad tackle) then surely it warrants...
