What about having drop down lists that change when a country is selected? So, for example, if you say you're from England, you'll only be able to select from the English levels...Welsh, the welsh levels and so on...Surely this would avoid confusion?

Or you could apply common sense like @haywain did and realise that there us absolutely no advantage to be gained by the other team if the player is sent off and he'll just be lumbered with a fine for a moment of desperation to try and keep his team in the match.
