Surely 'including from a free kick' doesn't mean 'excluding other restarts (goal kicks)'? I thought the words 'including from a free kick' was just clarification (an example of what is considered a trick) and the law would be the same without these words?

Couldn't they just conference call each other or create a WhatsApp group and discuss it instantly? They should've given a definitive interpretation rather than 'let's wait and see'.
Why does the FA wait for criminal proceedings to conclude before opening thier own proceedings when there are different thresholds for burden of proof? Just like the John Terry case, criminal proceedings and internal FA proceedings have no affect/influence on each other.
Question one:
A person is stood in the technical area and is clearly involved with the team (he knows the players, gives instructions, ect) but he is NOT named on the team sheet; he can't be cautioned, right?
