Well the County FA already have to score each candidate on Administration, Communication and Suitability. They will also compile your observation marks. The promotion pack also states the games refereed will be strengthened if feeder league (step 7) and acted as an AR in Fa Comps / step 5/6...

It would be wrong to issue a YC for SPA if an advantage has accrued. If one of the pulls could be deemed reckless then you could caution for this. If it is a blatant offence and the game expects a caution then you can caution for Unspecified USB.

It depends on the observer, they normally let you know after the game and say I hope to get it across by a certain date. That goes to the RDO first who then checks and sends it to you. In my case (5-4) it has always been emailed to me within 3 days.

100% agree it’s location dependent, my neighbor county allow club assistants to do offside. It would be interesting to know which counties allow club assistant to do offsides.

I’d suggest only allowing club assistant referees to call throw ins. You won’t always have a perfect angle to call an offside but it will stop situations like you’ve described.
