I personally don't think it meets the threshold of VC. (excessive force or brutality) I would argue the force is negligible... However I do think the AR shouldn't of reacted the way he did.

I don't have any sources to back this up but like other levels referees can move up as well as down. I think select groups are contracted whereas the national list aren't.
