I'm genuinely curious as to what makes this not a RC offence?
At this point the other player is still looking like they are going to challenge for the ball. Is it proximity alone that prevents it from being excessive force / out of control?

U13s MJPL game and away team are 5-1 up.
Almost at HT, home team on the attack and the CF gets into the area and there is an accidental trip and I award a penalty.
Player that committed the foul starts moaning about how...
When I do U11s I let the player have one retake.
With U12s I let the team have one retake (and I am vocal that once they have had it there are now no retakes).
U13s onwards it's a straight turnover.
Seems to have worked well so far.
I ask because I stopped one that was coming right at me on Sunday (as a parent CAR) and it got me thinking as I suddenly realised I could have been accused of helping the team as they took a quick throw from it.
That actually poses a question... Should you stop / get the ball when running the line? Even as a CAR I always worry that if you do it for one team and then not the other you will be accused of being biased.
I've seen this as a parent but never encountered it as an official.
Surely that falls under verbally distracting an opponent? There is no other legitimate reason for screaming (other than a condition maybe?)
She does blow her whistle at 54:14 (13 seconds after blowing for the foul at 54:01) and it's another 15 seconds before she blows again for the caution.

Sorry but I'm not looking at some coach's phone on the sideline no matter how much he insists on showing me. If he's persistent I might remind him that he shouldn't be challenging my authority. ;)
