If the ball is out of play when making the challenge, no penalty can be given. If you deemed the challenge reckless, you could have given a yellow card and moved on with the original restart.

Possibly by backing into the opponent, impairing them to be at their phisical best to make a save. Seems as good a reason as any as blocking someone's (the GK's view) is also enough to be interfering with play

Highly debatable handball, but seems to be the way FIFA is headed in terms of the LotG. Skomina has given those before. Personally really disagree. Also AR2 was especially impressive, and Skomina is still incredibly highly skilled

If you watch this on the highlights, it's because the CR is holding both his cards in the same hand. It was a second yellow, so he had both cards out

In Holland at the lower level any and all yellow cards are effectively sin bins. Personally I don't like them, but many referees love the option. No report writing and annoying players are out of your face for ten minutes. I don't really love the way the UK is handling sin bins for dissent only.
