TNS would do OK in the Conference but only due to the money they have, although if they were in the Conference they wouldn't get Champions League money every year. The rest of the league is probably anything from top half Conference North/South to top Northern/Southern Prem
What was the reason of the ref abandoning it? Did he abandon due to the weather or because the team walked off? If it's because of the team walking off then I'd expect them to be kicked out for refusing to play
In the youth league I ref in it is in the competition rules that the spectators must be on the opposite side to the coaches. The majority of venues have no benches so there is no reason why the coaches cant move if the spectators can't. Grounds which have benches generally have a barrier around...
Wales has 10 tiers however if you are from the north east then it only goes down to level 5

In our county league the club marks are given out around February time to those who are going for promotion. Haven't got a clue about assessments marks though

IMO he has got everything correct so far apart from Southamptons second penalty shout. He and the assistant had no chance of seeing if Mignolets handball was inside or out so he can't give it
I don't often have neutral assistants so I don't have a definitive set of instruction to give.
On the occasions I have had them I have planned what I want to say to them in advance and I type it up and then print it off. When I give my talk I use this as a checklist.

In 11 v 11 as long as there is at least 7 players then it doesn't matter if they have others available. I don't know what the minimum is for 7 v 7.
As they were doing it just to try and even up the game I would personally let them do it regardless.
Whenever I feel like that I just think that the higher up you go the better the standard of football and the better behaved the players are. Put up with it now and you will be rewarded in the future
If the league chose to let the score stand then the score would be whatever it was at abandonment. If a team has 5 sendings off in one game then I would expect them to get some sort of points deduction for it
