You can add it into your report, but I'm not sure there is much that can be done without a name.

You should report the conduct, but the fact is that since you failed to take action during or immediately after the match (in the form of a caution or dismissal), you are unlikely to get much traction. Still, it might be useful to have the misconduct report on the record so that if anything...

Thanks for the clarification. In Canada, we don't use the new LOTG until next season so I have yet to learn the new law. Going on what I have been told, which is always dangerous.

I disagree that the goal was unfair. The player should know two things here: first, that the striker did not become involved in the play and second that the whistle had yet to go.

I don't really understand the reluctance to just give the jacka*s in front of you your name that some are expressing in here. Surely we all know they aren't going to report you. And even if they were to report you, what's wrong with that? Maybe the FA will eventually introduce a fine for filing...
