    The league appointment secretary, is key here, he or she will have the referee marks, is the individual referee refereeing in the lowest division or vets of that league would indicate they are aware but continue to use said referee. If not then referee marks are possibly higher from the clubs?

    To me that is the key part, the law is consistent in the early part calling it ‘the penalty shoot-out’. Then references, ‘any excluded player is not eligible to take part in the kicks’. I would conclude if IFAB meant ‘excluded from the penalty shoot-out’ why then switch to use ‘the kicks’...

    Interesting error which may have caught many of us out? Most us know a player has to be nominated to not take a penalty, to even up if a team has ten players. In this case it was the GK nominated, who would not take a penalty, but he then should not have been in goal saving the penalties...

    IMO wouldn’t be supporting the referee team on the DOGSO, offside ruled out goal or the penalty. Second Yellow plus Red inside three minutes for Williams I would support! Credit to Richard Dobson, Gillingham manager, was very respectful in his post match interview despite taking a caution...
