My understanding is that the age limits were scrapped a number of years ago. I believe this was largely to comply with employment law as you say. In theory you can continue as long as you want provided you're up to the job.
Like br_pockets says, the situation you describe is a pretty regular occurrence at all levels of football. Even at U12 I'd expect players to know that isn't offside and certainly the manager should know better.
As you describe it both are DOGSO and red cards. I don't think referees should be making decisions on our perception of whether one player is better than another. Would you consider the ability of the goalkeeper when making a DOGSO decision?
