Ridiculous. Unless you are fluent in the foreign language being spoken, you could never sanction the speaker (unless you could somehow justify his tone or volume being offensive, insulting, or abusive).

In my experience on Australian fields, the AR typically does use his right hand for offside. If there is a foul (excluding offside), he will wave the flag above his head and then point in the direction of the restart.
