I try to establish “possession”. If one player is jumping while having great focus on the ball and the other player looks away from the ball, then the foul goes against the one looking away, which is typically toward the other player. Same goes if only one jumps.
I ref in Northern California and here is a clip from an incident report from the competitive youth soccer league for US Club Soccer. This still comes down to the referee being willing to punish the offender. If no one is sent off, these punishments don’t occur.

In three different games, I just casually told the player to pick a different F-word. All three times that was all that it took to stop the cursing during the game. None of them were directed at me or another player, and I was sure to say it loud enough for most people to hear it.
