After a goal kick is taken, but before the ball has left the penalty area, an opponent enters the penalty area and is tackled in a reckless manner. What decision do you make and why?

Sounds like an outdated test or practice test question. Effective this year, the ball leaving the PA is no longer relevant, as the ball is in play immediately upon the ball being kicked and clearly moving.

That was the tricky side to the question. Well done to you for pointing it out straight away. Like you said this year it's not relevant since players can receive inside the area from a goal kick and the ball is in play as soon as it is kicked. So in this case, it would be a yellow and a penalty. Whereas previously it would be a yellow and a retaken goal kick.
