I find it odd that county FA's do not require registration and team sheets.
I would be reluctant to do a league without team sheets.

I agree. All team sheets get submitted on Full Time after each game, but no documentation has to be completed before the game in the junior leagues down here. Cup games require a form completed and signed by the referee after the game, but no team-sheets as such.
