There will be guidelines that they follow in terms of categorising amd sanctioning offences.
The below link is what is published for Leagues and Clubs to have an insight into disciplinary matters. For discrimination start on page 42. It will depend on the offence. Aggrevated breaches are 6 games + an education course apparently.
