if UEFA have decided this is worth investigating, and who knows, it might even lead to a one game ban, does it raise a question as to whether the officials on the night should have dealt with it?
A 1 match ban would be equal punishment to the sending off that he would have been issued. Am guessing it has afterall been deemed as offensive/insulting etc....

Maybe if Uefa got a few Varsical decisions right then players wouldn’t need to show such emotion. Are they trying to kill the game completely.

Did you see a player did that this week in the Croatian leagues after scoring and the referee sent him off?

I doubt they would suspend him for a QF clash. It's like financially shooting themselves in the foot. As a minimum there has to be a fine. If no action is taken then they have no leg to stand on if every player does this in goal celebration. As for dealing with it at the time, I would have prob gone USB within that context.

It may seem harsh but hard to judge an isolated clip. Looks like he did it towards the referee in a "take this" gesture possibly after there had been some disagreements between the two earlier.
 
To be fair that action is essentially telling people to "suck it", so would definitely fall under offensive or insulting gestures.

Looking at the article, I think it's as much as anything an attempt to be seen as being even-handed. If they penalised Simeone for it, they couldn't really let Ronaldo do the same thing and ignore it.
