I've reffed girls playing in the same team as boys. All these girls have been capable and by no means out of place
More uncommon in older age groups

Playing on teams is different from playing against. If I understand this correctly, we essentially have a high-level girls team playing in a low-level boys league. Presumably someone thought that would give some kind of parity, which it obviously did not.
