numbers on shirt

I refereed a match where the players had no number on the back of the shirt, simply a small number on the chest. This directly resulted in my being unable to identify an offender after a mass confrontation. Comp rules state that shirts must be numbered and adhere to the Lotg. As far as I can see these shirts are perfectly legal.
Considering rules such as those regarding sock tape exist, I was more than a little surprised to find that numbers on the back are not mandatory.

Numbers should be front and back, sleeves, too, if you want....far easier to identify miscreants
