Offside Query

If a ball is crossed into an unmarked striker in an offside position and he jumps up for it but the ball is just a bit too high for him I see this as no offence committed.
However if there is a defender nearby and they both jump up together does it now become "challenging an opponent for the ball" and must be penalised?

Personally I would flag for both as he has attempted to play the ball even if he does not touch it
 
I've just looked and you're right it doesn't say that. I have always just classed it as interfering with play
 
FIFA introduced a new interpretation at the World Cup last year. The player jumping and attempting to play the ball? Offside.

UEFA implemented it for the season that is on now (ie, Champs League, Europa League, various country leagues, etc).

USSF has implemented it for this season (MLS just started, lower levels starting shortly).
