Paul Tierney has been appointed to Swansea vs. WBA. Is that the first time since the Select Group was created that a non SG official was appointed to referee a PL game? (odd considering Atkinson is fourth official).

Not at all. 2 seasons ago, Craig Pawson & Bobby Madley had Pl games before their elevation into the Select Group.
There is a consistent history of those being considered for the move up being given fixtures in the PL (often with very experienced SG referees as 4th Official). Some would argue it doesn't happen enough for their liking and it is certainly refreshing to see one such game in August.
