Respect barrier

Guys can you shed some lights?
The respect barriers does it apply only to youth football or open age as well? I cant find a definite answer.

The barriers, or some other way of marking a spectator area, are recommended in leagues that have signed up to the Respect code of conduct. They can be youth or open age.
