Targett on Mcmanaman. Mr Gallagher says "It's not a penalty because he decided to get out of the way quicker and contact hasn't been made". What happened to an "attempted" trip being an offence? Does this mean no foul is possible without contact?

Have you seen the incident? Have you noticed how the attacking player goes up before going down? He simulated contact and really should have been cautioned for it.
 
I was just picking up on the comment, It's not a penalty because he decided to get out of the way quicker and contact hasn't been made, not just that particular incident. It implies that a player must risk injury from a careless or reckless tackle in order for it to be a foul. Leaping out of the way of a studs-up challenge is not simulation.

We all know that trips or attempts to trip is an offence, just like kicks or attempts to kick, so the answer to your question is no.

In terms of the incident cited, there was little likelihood of injury had the attacker decided not to compete with Tom Daley.
