Time wasting at throw in

Late on the second half and team winning by one are really slow with their throw ins and then the opposite team manager starts saying that I should reverse the throw in and give it to the other team because of the time wasting.

That is not a actually thing is it? I've never heard of that anywhere?

Anyway, I just encouraged the leading team to hurry up.

No, you can just caution for delaying the restart. There's no option to reverse unless the throw in is taken incorrectly.

As Rusty says. I’d suggest initially using your voice (loudly) to want them to get going, then add in an (obviously irritated) whistle. If they don’t heed the warnings then it becomes an easily sellable caution.

This is good advice. I must add, if they keep taking their timey TI, don't keep doing step 1 and step 2 before they take the throw in. Next one is step 1 only before caution and the one after I'd go straight to caution.

I wouldn’t mind it as a Law change, but he is 100% wrong on it being possible now. A general principle (with minor exceptions) is that a restart cannot change until it is taken.
