The logic behind it makes sense. Its a dropped ball so it should be neutral and the aim should be the team who gets it can't use it like a set piece. Having a team-mate around means they can use it like a IFK when close to PA. Keeping the opponents not too far away also helps for it not o work like a set piece.
In practice this only has an impact if/when it is used like a set piece. So the OP while not according to the wording of the law, it is within the intent of it.
