NotnC&Pnby VAR I presume, as it’s how they gained possession and should have been checked. I think the C&O threshold for APP is pretty high.

Yes, but that doesn’t mean they have a camera angle to make it clear (or it was outside). It looked in to me, but I wouldn’t say I was sure from the angle I saw.
