I've found some other footage on Youtube. He does indeed give a penalty and yellow card first. The players have the ball on the spot while VAR is checking and they switch to the free kick and red card when confirmed. He's just forgotten to cancel the yellow card before issuing the red.
Not sure you can say he's 'nowhere near the ball', he gets pretty close to it IMO. If it's a cynical and tactical foul it seems a strange thing to do in the 11th minute knowing you're going to get a red card.
In my sons league (U10, 7v7 and no offside) they have the 'Powerplay' rule where you can bring an extra player on if a team goes 4 goals behind but i don't think it applies once you go to 9v9 with offside.
