Haven't watched the game, only the highlights, and for the 2nd week running, a celebration for a goal against Brentford was with an object being putting on ones head.
This time Bruno Guimarães (I know its spelt wrong) puts a hat on his head.

I assume this law does not apply then (especially in the EPL)...

Agree the previous week, but I'm not sure putting a hat one constitutes covering the head or face with a mask or other similar item. A hat doesn't necessarily cover the head, and even if it does I'd say it is a bit of a stretch to say that a hat is a similar item to a mask.

Maybe so, but it sends a message that they're allowing things/props to be used in celebrations without repercussions.
