I had a feeling it might be.
Although it's rarely enforced. In my playing career I saw this kind of situation quite a lot and usually the ref would just have a word with the offender....
AA, If you're offended and insulted by that then there is only one outcome. Someone questioning my neutrality is saving energy for the next time he is available after his ban!
Had one lad tug at my shirt once looking for the opponents shirt underneath, said he was just checking! Bye Bye ( they were crap and 4-0 down after 20 minutes, none of them even remotely controversial...

I have not sent off anyone for that but in I caution for it if it especially loud.
