Contact in a foul means DFK. This is often confused with if there is no contact, it's not DFKs. The latter is not true.

Three DFK offences don't need contact. Attempting to Kick, strike and trip.

The title is VC, and the example is an attempt to kick.

If the question is just the restart, the answer is as the others have posted a DFK for the DFK offense—assuming the ball was in play at the time of the attempted kick.

if the question was whether it can still be VC, the answer is yes—the attempted kick could be just a foul (careless), a caution (reckles), or a send off for VC (excessive force). If it is a fighting type kick (akin to a punch), it would be a send off.
