I'm not sure what you are suggesting about how things should work. A disciplinary process has to assess the evidence properly in order to be fair. It cannot just adopt the referees' version of events, as we are not infallible. Disciplinary panels do tend to give significant weight to referees' reports.(Me being cynical) what do you think would would have been the outcome if there was no video evidence, not so obvious to the public what had happened and everything was based on reports?
The point, for the most part, they're doing this to protect their own image rather than protect the referees. I am not saying they dont care about protecting the referees. It's just that, sadly, protecting their own image comes at a much higher priority.

That's certainly the case in England, I can't say whether the club would be responsible for it in Wales though. In England the club would have to pay it, then go through the Football Debt Recovery process in order to get the individual suspended until the debt was repaid, but I'd have said that would be a little unfair on the club, given that a) they've already been heavily fined themselves, and b) the miscreant is never going to repay them!If he doesn't pay it.
