Penalty or not?

This is the 92nd minute in a cup final that was 1-1 before the penalty. I can't see a penalty but the ref would've had a better view.

I think it was for handball but I can't see it and for the ref to give it in those circumstances he must have been absolutely sure.

He must have been sure to give a penalty in any circumstances, irregardless of time. And judging by his body language and the speed with which he made the decision, I think he was.
