In most cases, when you are the AR to a Level 4 referee. Additionally an observer may report on a County Cup match where you are the AR.
Realistically a recognised supply league marking division, so step 5 or 6 when you are assisting a level 4. You might get an observer watching the referee at lower levels but they won't be officially observing you. As an example, if I referee a L5 on a step 6 game I will offer advice to the ARs if they want it, but they won't get a report or a mark.
