If a foul tackle is made that is a genuine attempt to play the ball inside the penalty area resulting in a penalty kick being awarded, is it a caution for the offender? Is there any discretion for the ref? Is the card only given if it’s a DOGSO situation?

If the foul denies an obvious goalscoring opportunity but is an attempt to play/challenge for the ball, it is 'downgraded' to a caution (unless it's serious foul play, in which case it's still a red). If it would have been stopping a promising attack, it is 'downgraded' to no card (unless it was reckless, in which case it would still be a caution). If it is simply a careless foul which neither denied an obvious goalscoring opportunity nor stopped a promising attack, then no card.
 
Btw, just to add emphasis. It is ALWAYS a RC if it is handball or outside of the box AND is DOGSO

I was going to do a check before I posted in case anything had changed! Which is the part that is incorrect now?

Confused me at first too, but upon re-reading realised this was what was intended.

If a DOGSO foul is outside the box it's always a red regardless of whether it was a challenge for the ball or not. If a DOGSO offence is a handball offence then it can't be a challenge for the ball so will always be a red card.


Also... to the OP, just be careful with your wording if queried by anyone. 'Genuine attempt to play the ball' was redefined to 'Challenge for the ball' for this season. This means that an upper body tussle (but not a clear pull of the shirt) can be a challenge for the ball where it previously could not have been considered a genuine attempt to play the ball.
