Nothing in the Laws prohibits. All about the ROC. (IMO, ROC shouls always require the sent off bench personnel to go to the changing rooms and not communicate (i.e., no further involvement), but no one asks me when they put the rules together.)
 
I have seen too many missuses of 'spirit of the game/laws'. But this is a perfect situation where spirit of the game/laws should apply.

The laws of the game does not even cover sent off team officials leaving the TA or vicinity. That clause is written for players and subs. This is a perfect example for using the spirit of the game/law to for sent off manager leaving vicinity and use of comms. Obviously what 'vicinity means is interpreted by the referee.

The referee:

  • takes action against team officials who fail to act in a responsible manner and warns or shows a yellow card for a caution or a red card for a sending-off from the field of play and its immediate surrounds, including the technical area; if the offender cannot be identified, the senior coach present in the technical area will receive the sanction. A medical team official who commits a sending-off offence may remain if the team has no other medical person available, and act if a player needs medical attention

It seems intended that a sent off team official will take no further part, but the law is not well drafted to achieve this and it is up to competition rules to be more specific about what is allowed. It is older law that dates back to before we showed cards to team officials. I believe the default interpretation of 'immediate surrounds' has been the pitchside area only accessible to players and officials, though in public parks without barriers etc the referee would have to determine how far to go.

Are managers allowed a view of the pitch if sent-off?

Assuming this is a womens game as I don't remember Northampton Town playing Boldmere in a mens game recently, maybe in a couple of seasons the way things are going!

I'd love to know what the red card was for and on what basis it was rescinded. I've never seen that before.
 
This was a Women's National League match. Northampton's X feed for that match says Henry was cautioned in the 28th minute and in the 67th minute 'loses his head with the referee' and was sent off alongside another member of his coaching staff being cautioned.

At this level of the women's game disciplinary charges are administered by the county FAs, in this case it would appear Birmingham FA decided not to charge him with a breach of disciplinary regulations. This does not mean the red card is 'rescinded'.
