I think it's highly likely Phil Dowd has looked towards the sideline, seen Mourinho crying his eyes out and going nuts at the 4th and that has influenced his second yellow decision. Irrespective it's the right decision anyhow but the way of arriving at it is in question.

If you're influenced by a crying manager (in this case Jose Mourinho), then I would say yes that's wrong. Dowd seemed to have said no to the caution at the first asking by (I think) Terry.

For an offence to have been committed, a handball has to be deliberate. I don't think it was deliberate. His arm was up to give him leverage, and the ball hit his arm, not the other way round.
