I agree. I just witnessed a whole team surround the referee in an attempt to initiate a video review. This wouldn't be necessary if they could use a 'challenge' to initiate the review themselves.
For Germany's first goal, the Nigerian goalkeeper's vision was clearly obstructed by an offside German player. After a video review, the referee awarded the goal.
Is there any official guidance on how to interpret the law?
The last sentence is very interesting:

It looks like VAR at PKs is coming to an end.
I've seen two images from different angles; one implies the keeper is on the line and one implies the keeper is well off the line. This is because the keeper was actually in the air (jumping) at the time. It's impossible to tell if the keeper was over the line or not.

I was questioning whether VAR should have made the decision in this match where they where using a 2d screen to make the judgment. However, I would like to read more about this technology you mentioned; do you have a link by any chance?
The Scotland goalkeeper was actually in the air when the ball was struck so part of her foot may have been over the goal line. It is impossible to analyse 3 dimensions with a 2 dimensional image and I think VAR forgets this (even with some offside calls).

The referee keeps track of time but after the referee's incompetence in this match, I feel this will soon change (basketball-style time systems have been floated) and will lead to further divergence in the laws between the pro game and grassroots football.
(I didn't mention the GK off the line...
The problem is that, although not officially, games with VAR and games without VAR will essentially be played under different laws since it is impossible to spot such minor infractions in real time. This is why I believe VAR should not be involved in the penalty taking procedure.

After the VAR madness in this match, I am absolutely convinced that the game would be better if VAR wasn't involved in the actual penalty taking procedure.
It won't be long until VAR start a six second countdown for keepers holding the ball.
