I'll bet it's the touch on the ball first that has (wrongly) deterred VAR from intervening. It's nice that despite that touch we can see universal condemnation of the challenge and lack of appropriate sanction.
Don't see why VAR recommended a review for this. A red is justifiable in law under VC - brutality for the action here. Possibly something over the comms influenced things, as there has tended to be comms between refs and VARs to confirm what they think they saw.
My understanding is the complete opposite of @george.g ... you can't apply for both pathways at the same time, but men's and women's games are still eligible to count towards either.
I just don't think a lack of subs is sufficient reason to abandon (on its own i.e. if there is no particular ongoing concern for player safety). Where do you draw the line, e.g. what if they do have a sub available but not a goalkeeper, do you still abandon then?

I think it's supportable in Law under excessively delaying the restart - as the referee is delayed from whistling while they are doing that. USB possibly the 'safer' option.
