as @ChasObserverRefDeveloper says, that was never the case. It did, however, become common in some places to caution for almost all handling in the PA, which led to some clarification coming out that it was never proper.
Wasn't the wording was it was a caution if it stopped the ball going to the opposition which was far more common than SPA is?

In La Liga every handball anywhere on the pitch was a yellow card.

As far as I remember it was never in the LOTG, although as we know some competitions have their own take on what is written.
 
Not sure when it changed but in 2015/16 it was a mandatory yellow

OK, but a mandatory yellow card for deliberately handling the ball to prevent an opponent gaining possession is not the same as a mandatory yellow card for any and all deliberate handling.

As your post hints at, the change did indeed come as part of the "great rewrite" of 2016.

Accompanying the change was the following explanation from the IFAB.

‘Preventing an opponent gaining possession’ is removed as a YC offence as it causes some referees to YC every handball.

It's also worth mentioning that as far back as 2005, the IFAB had noticed that referees were issuing too many cautions for handling offences, prompting them to issue the following admonition as part of the "Additional Instructions ..." section of the laws document in that year:

Referees are reminded that deliberately handling the ball is normally punished only by a direct free kick or penalty kick if the offence occurred inside the penalty area. A caution or dismissal is not normally required.

So the big brave hard man who swung a kick at Ramsdale then fled into the stands has pleaded guilty to assault. Hopefully it will be a very long time before he is allowed to set foot in a football stadium again, if at all!
