Simply because it's indeterminable whether any part of the ball was overhanging the line
Anyway, that Facebook fella needs to get a life (as do the other refs who do this stuff)
 
Looks to me like when he handles it part of the ball was (or may have been) overhanging the line, however small a part. Either way, it wouldn't be C&O to be for VAR to get involved...

I think what may be harder to tell is when the GK's hands actually touched the ball.

But on the overhang, while it used to be taught that if any part of the ball is in the PA the GK can touch the entire ball, IFAB recently said that the GK can only touch the part of the ball that is in the PA. Pretty sure we have a discussion string on that somewhere.
