Based on the guidance we have discussed at length at the world cup... what his arm is doing there is... asking for a PK if the ball hits it!

He is running to stop the ball. Arm in a 'normal' position for me.

I’m pleased to hear that. I’ll make a mental note to contact the league and suggest it, rather than just sit here & whinge about it.

What my local league does do, at U13 level, is have play offs (6 way I think, not sure, I don’t do much below u15 or u16) at the start of the season, to determine the divisions for the season to try and get them reasonably balanced.

No youth leagues should still be using goal difference any more - it was taken out of the Youth Standard Code of Rules a couple of years ago!

Also, for what it's worth, I think that's an absolutely nailed on penalty. Defender knows exactly what he's doing.
